Capacity Building Programme on Variable Renewable Energy Integration (VREI)

Introduction

A Capacity Building Programme on Variable Renewable Energy Integraon (VREI) was successfully conducted on 18th February 2026 at Bengaluru, under the patronage of the Energy Department, Government of Karnataka, with the objecve of strengthening instuonal and technical understanding of power system planning, governance, and regulatory mechanisms required for the integraon of high shares of variable renewable energy into electricity networks.

The programme aimed to provide strategic perspecves based on internaonal experience, parcularly drawing upon Denmark's transion towards a high-renewable energy power system. The sessions were designed to promote knowledge exchange, peer-to-peer dialogue, and reflecve learning rather than disseminaon of ready-to-use tools, thereby enabling parcipants to contextualise learnings within their respecve instuonal frameworks.

The programme was graced by Mr. Rasmus Wendt, Energy Counsellor, Royal Danish Embassy, New Delhi, who highlighted the importance of internaonal technical cooperaon in supporng India's clean energy transion and strengthening instuonal capacies for renewable integraon.

Structure of the Programme

The programme comprised six thematic modules, each of approximately one hour's duration (except Module 1, which was participant-dependent), structured to ensure active engagement and dialogue. The modules included:

Parcipant introductions and articulation of institutional challenges and expectations

Overview of the Danish energy system and its evolution

Power sector governance, roles, and grid operation

Distribuon grid modelling, scenario planning, and network sizing

Regulatory services including tariff design and market evolution

Consolidation of learnings and participant reflections

This modular structure enabled a progressive build-up from system-level context to technical and regulatory dimensions, followed by reflection and applicability.
